21 November 1918 A meeting of officers convened by the Ministry of National Defence decides that there is an urgent need to organise the Lithuanian regular army. In response to the proposals, the then Lithuanian
Prime Minister of the Republic of Lithuania and Minister of National Defence, Augustinas Voldemaras, signed an order on 23 November 1918, establishing the Council of Protection, appointing the Chief of Staff of the Ministry of Protection and the Commander of the First Infantry Regiment, and beginning the formation of the Lithuanian Army. On 29 December of the same year, the newly elected government issued a proclamation to the nation calling on Lithuanian citizens to volunteer for the organised Lithuanian army.
